John 1 v11-13 explains why some people receive Jesus and believe in His name, and why others do not? Believers are given the right to become children of God, not born by human will but reborn by the will of God.
John 1:11–13
11 He came to his own,1 and his own people2 did not receive him. 12 But to all who did receive him, who believed in his name, he gave the right to become children of God, 13 who were born, not of blood nor of the will of the flesh nor of the will of man, but of God.
